Affordable Weddings in Maryland?

I try to find an affordable (under $ 7000) Place of marriage in MD. Perhaps DC, Annapolis or region East Coast. I hope to find a place to be included (ceremony, reception, catering, linen rental, etc.). I prefer something like a house / inn or restaurant intimate and producer, as an old world Inn Victoria.
