Who would you recommend for altering a wedding dress in Philadelphia or New Orleans?

I have a very elaborate ball gown with lots of beading, but it needs to be taken in a size, hemmed, and bustled. Who is the best seamstress for this? Inexpensive is nice, but what I’m really looking for is someone who I can be sure won’t do anything wrong to the dress. Either the Philadelphia area or New Orleans would work for location.
