where can u have a wedding reception for free or almost free in January? ?

my bf is on a very tight budget and wants to be ale to spend all the money on decorations,dress,her hubby etc. so where can she pay almost nothing to have a reception in January? we live in Tucson AZ so if your from here it’d be helpful

Maybe a park or garden, backyard?? I would put the money into the venue before spending a ton of money on decorations and food, afterall without a location you have just got a bunch of stuff and nowhere to get married. Decorations are optional, the location is needed more.
